Hakuhodo empower the city of Utsunomiya

As Japan’s economic woes deepened, the city of Utsunomiya fell into recession and its inhabitants lost a sense of pride in their home-town. In order to help the citizens of Utsunomiya recover their pride Hakuhodo Japan put into effect a program to empower each of them to become a creative director.
